Dr.Faruk YARMAN
HAVELSAN / CEO

Dr. Yarman got his BS’ from the Technical University of Istanbul, Department of Electrical Engineering in 1978. He has completed his graduate work in Massachusetts Institute of Technology (M.I.T.), Department of Nuclear Engineering: MS-1982, PhD-1984; performing part time teaching and Research Assistantships; attending Technology Assessment, Political Science, Macroeconomics classes. 

Back to Turkey in 1984, he joined Department of Electrical Engineering in Anatolian University as Assistant Professor until 1986.

He started working as the Planning Manager in the Incorporation of Savronic Inc. fully owned by STFA Group and gradually promoted to Managing Director of the company. He also lead defense investments of the Group in activities such as defense electronics (Fire Control Systems, Secure Communication), Military Ship Building, Missiles,  Engineering Services. He was also involved in strategic telecommunication network projects of Turkey.  He also worked as the  Deputy Chairman of the Board of Defense Technology and Engineering Inc..  He became the Deputy General Manager of Havelsan in 1999 for two years.  In this period he served also as a board member in Thompson Radar Inc. and Thomson High Technology Inc.
He is the General Manager of Havelsan since 2003.

Dr. Yarman  has numerous publications analyzing the national and international trends in defense industry, critical technology plans, energy policies and defense electronics.

Onur Gorur is the Office and Information Worker Business Group Lead at Microsoft Turkey. He is responsible for developing and execution of local strategies for Microsoft business productivity solutions such as communication and collaboration, project management and cloud services. He has been working for Microsoft Turkey for the last eight years. Gorur has a B.Sc. degree of Mechanical Engineering from Istanbul University and an MBA degree from Sabanci University. He was born in 1979, is married and have one daughter.

Prof. Levent AKIN

Cerberus (RoboCup) Project
He is a faculty member in the Department of Computer Engineering at Bogazici University and Dean of Engineering. He has a BS degree from Istanbul Technical University Department of Aeronautical Engineering and MSc and PhD degrees in Nuclear Engineering from Bogazici University. He is an expert in artificial intelligence applications and robotics and has more than a hundred scientific publications. He has established the intelligent robotics group in the Artificial Intelligence Laboratory. He has led the teams participating in RoboCup competitions since 2001. He is a member of the Executive Committee of RoboCup since 2005. He is the General Chair of RoboCup 2011 which will be held in Istanbul in July 2011.

Mr. Mehmet Recep Usalan is an e-government advisor in the Prime Ministry. He has started his career as a forecaster in the General Directorate of Meteorological Affairs (1984) after graduating from the Meteorological Technical High School in Ankara. After graduating from the International Relations department of the Faculty of Political Sciences in Ankara University, he also completed studies in the European Communities Research Center of the same university. He has worked as the Parliament Advisor in the Grand National assembly between 1993 and 1995. He has worked in the General Coordination Unit of eCommerce during between 1996 and 2002. He has graduated from Heinz School of Carnegie Mellon University in 2006 and did his master degree in the Public Management. He obtained his other master degree from International Economics Program of Gazi University in Ankara. Mr. Usalan has been working in the Prime Ministry’s prioritized e-Government project since 2007 and has been coordinating two projects: Online Company Registration and Cross-border eCommerce Projects. He is also engaged in legislative coordination of e-government projects. Mr. Usalan has been actively involved in e-Turkey and e-Transformation Turkey projects. He has worked as a member of e-Commerce Coordination Board. He also was the country manager in the UN e-Mediterranean Project (2003) and the member of the UN eDocs Advisory Board (2004). He was the institutional contact point for 6th and 7th Framework Programs of the EU. He writes monthly articles named as “Transformation Wind” in the Istanbul Ticaret Gazette of the Istanbul Chambers of Commerce.

Yasin UYGUR

He was born in Istanbul in 1981. He graduated from the Department of International Relations at Fatih University in 2004. He participated to various international student congresses organized in different European countries. He worked as Correspondent at the Department of Foreign News in Aksiyon: Weekly News Magazine in 2004-2005. He finished his Master Programme at the Department of European Politics and Policies at Catholic University of Leuven in Belgium in 2006. After his military service, he started to work at the EU&International Cooperation Department in Istanbul Chamber of Commerce (ICOC) in 2007. Whereas he is still working in ICOC, he studies his second Maser Programme at Business Administration Department in İstanbul Commerce University.

Şamil ÇAPAR

He was born in 1971. He graduated from the Department of Civil Engineering in Istanbul Technical University. He completed his master degree in ITU Project Management and Construction Management Department. He began his professional career in STFA which is one of Turkey's major construction companies. In 1997, he started his career in Koray Construction Company.

In Koray Construction, he first served in “Akbank 2000” project and afterwards in Sabancı University project.  Following these projects, he served in various positions such as a Deputy Project Manager of Kasaba Project which is one of the most exclusive and prestigious residential project of Istanbul.

In 2004, he was appointed as Deputy General Director of Koray Construction. Since 2006, he has been the General Director and also Board Member of the Company and since 2010, he is also Board Member of YKS (Yapı Kredi Servis) Tesis Yönetim Hizmetleri A.Ş.

He is married and has two children.

Mr. Alpaslan Özlü obtained his Masters degree from METU Computer Engineering in 1980. He started his career at Pamukbank in 1982. He worked as IT Manager at Egebank in 1987; IT Department Head at TEB in 1988; VP of Application Development and General Manager at Bilpa, technology company of Yapı Kredi Bank in 1991. He served as Executive VP at Yapı Kredi Bank between 2000 and 2004. He has been the VP of IT at Akbank since 2006.

Tanol Türkoğlu has an IT management experience for more than 20 years and currently acts as CIO of Şekerbank T.A.Ş. since 2002. At Şekerbank he has successfully delivered several multimillion dollars projects which resulted in not only delivering a customer oriented, measurable and multi channel banking suite but also in aligning IT services with the bank’s business processes. These projects are remarkable due to fact that different sourcing models needed to apply (eg. fully in-house, partial in-house mixed outsourced, with local and/or international bodies). Until Şekerbank, Türkoğlu has worked in two national banks, namely Yapı Kredi and Iktisat Bank, for more than ten years, during which period he delivered alternative delivery channels, centralised operations infrastructure, and helped form a project office, one of the first examples in Turkey. Besides he has been an active columnist and writes about internet, technology and digital culture on his weekly column for a national newspaper, namely Cumhuriyet (with the column name Ooof Off Line), and about CRM on a national 3-monthly magazine, namely PI – Pazarlama İletişim Dergisi (with the column name MIY Uygarlığı Efsaneleri). His recent columns have been published as his second book, called Dijital Kültür, in October 2010.

Naci Başerdem was born in Aksaray in 1957. He completed his primary and high school education in Konya and graduated from Boğaziçi University Business Administration Faculty. He had carried out managerial responsibilities in several Turkish and multinational companies at different levels and posts. He was in the team during the establishment process of NTV (Turkish news TV channel) and held CFO position in Dogus Media Group. He was involved in the restructuring process of Tansas (supermarket chain in Turkey) and joined Dogus Construction Group after the share transfer to Migros. He has been continuing the CEO position of TÜVTURK which is a joint venture company of Turkish Dogus, German TÜVSUD and English Bridgepoint since 2008.

After taking different responsibilities and positions within HR, she was appointed as HR Director. Uygar Ozesmi, started to work on nature conservation at a very early age and received 3 TUBITAK awards during his studies on Ecology at Kayseri High School of Science. Soon after the graduation from Middle East Technical University he earned his Environmental Sciences Master’s degree from Ohio State University where he studied as a Fulbright Scholar. He did his PhD on Conservation Biology, minoring in Development and Social Change at the Minnesota University as a MacArthur Scholar. Accepting the invitation of Erciyes University, he returned to Turkey in order to found the Environmental Engineering Department. As an academician during 7 years in Erciyes University, he had many PhD and Masters students.He has been very active in civil society, starting as one of the leading figures in forming Ankara Bird Watch Community in 1990 and afterwards he was the founding president of Doğa Derneği. He was a member of the Steering Committee of UNDP-GEF/SGP, and did the Biological Diversity Civil Society Capacity Development Plan for GEF. He worked towards the founding of the Black Sea Nature Protection Federation KarDoga with TURCEK where he served for 3 years as a board member. He is a founding member of Civil Society Development Center and is still in the Board. He has been elected as a board member for CIVICUS in 2010. In 2004, he moved to New York in order to work for UNDP-GEF/SGP as Environmental Specialist in International Waters, Land Degradation and Persistent Organic Pollutants. Then he returned to Turkey following the invitation from TEMA Foundation where he worked as the Executive Director from 2006 to 2008.

Dr. Uygar Ozesmi, who works for Greenpeace Mediterranean as the Executive Director has more than 90 scientific publications.

His book “Forbidden Fruit: Exodus from Hell” has recently been published.

Haluk Dogancay was graduated from Galatasaray High School and Istanbul Technical University Faculty of Architecture. He completed his masters degree on Building Programming in the same University. Dogancay has more than 30 years of professional experience in construction projects and investment consultancy. He started his career with Emek Construction in various investment projects as site engineer and site manager. He has taught as an academician in Ankara State Architecture and Engineering Academy.

He has served in a satellite town project in Libya and Galleria, Ataköy Marine and Holiday Inn Hotel Projects. He has established PY Consulting International with his colleagues in 1989. He has also established Servis Hizmetleri, Swanke Hayden Connell Project, Platform Information Management, Alaçatı Investment and Business. He has taught Information Technologies lecture in Mimar Sinan University Project Management Postgraduate Program Strategic Planning lecture in Istanbul Technical University Real Estate Development Postgraduate Program.He has developed the “ProjeOnline.com” and “Phoenix-New Millenium Project Manager” training program. Since 1989, Dogancay has worked in planning and execution phases in investment projects. Yavuz BAYIZ

He was born in Eskişehir in 1963. He received his undergraduate degree from the Department of Electrical and Electronics Engineering of the Middle East Technical University in 1985 and his master’s degree from the same department in 1988.
He began his professional career as a Hardware Designer at the R&D Department of Aselsan in 1984. He worked in the wireless design projects from 1984 until 1988. Later, he worked as a Systems Engineer in the “Trunk Wireless System Project” developed by Aselsan. From 1991 until 1993, Bayız participated in the master plan preparation processes for the TAFICS and TASMUS projects undertaken by the Turkish Armed Forces. After 1993, he managed the design team which designed and produced the 1919 and 1920 GSM mobile phones at Aselsan. 
From 2000 until 2002, he worked in the Electronic Warfare-Proof Wireless Link project which was a part of the TASMUS project and co-developed with Bilkent University.  Bayız worked as engineer in various system projects from 2002 onwards. In 2006, he was appointed as the Professional Communication Systems Director at Aselsan, a company which is also active in the field of Public Safety Communication Systems. 
Bayız still continues in his position as Director.  He is married with two children.

Aydin Dortok MD has come back to Istanbul in October 2009 after 15 years of ex-pat life at Novartis, where he worked for almost 20 years in total. He established the new ‘’Healthcare and Wellness Strategic Consulting’’ division of Bersay, which offers the clients consultancy on external relations, stakeholders management, patient advocacy, public affairs, public relations and corporate communications. Aydin, in his last position between 2006-2009, established and managed the newly created External Affairs Department of Region Europe of Novartis Oncology and also worked as a member of the Steering Committee of Europe. In this position, he was responsible for Novartis Oncology’s external relations with stakeholders with an interest in health policy and cancer. These included the European institutions, governmental bodies, academic institutions, policy experts, think tanks, key opinion leaders, patient advocacy groups and the media. In that period he extended his department by adding communications, market access and pricing. He spent significant time in Brussels and involved in various EU projects where he represented EFPIA and EuropaBio. He has around 10 years of international and local experience in the above mentioned disciplines and has various corporate and presidential awards in his previous company.Aydin holds a Medical Doctor Degree and a postgraduate degree in Business.

She was born in İstanbul in 1976. She completed primary and secondry schools in Adana and gratuated from METU Food Engineering department in 1999. After graduation, she worked in food and pharmaceutic packaging company as a Quality Assurance Manager between 1999-2004. Then she started to worked in Bureau Veritas as a quality, environment, health & safety and food satefy system standards auditor, consultant and trainer between 2004 to 2006. After BVQI, she joined to Siemens in 2006. First she has been responsible for Change and Quality Management in sector healthcare then she will be appointed as QM Director in 2008. I have a double major in Chemical Engineering and Computer Engineering. Before joining PPG Industries Kimya Ltd., I worked for K&N, worldwide leader in transportation & logistics markets. During this period, I was a system administrator, offering support on various NT systems. I worked there for two years, and then it was time to leave and look other opportunities. Then I joined PPG in 2000 as IT supervisor in Turkey. In 2002, I joined the Oracle team in Paris as Business Analyst for Costing. Between 2004 and 2006 I was part of and managed the Oracle Europe SBU support team in London. Late 2006, early 2007, I managed IT integration of the PMC/Ameron acquisition in the Netherlands and UK. Afterwards, from March 2007 to June 2009, I was the IT Manager in European IT Department, was managing EUR 54,000,000 budgeted European reorganization and restructuring project. I was reporting to the Business Project Director & Europe IT Director with management responsibilities of 23 project team members and in charge of the IT deliverables. In February, 2010, I took the Senior IT Manager responsibility of Industrial Segment SBU’s which covers Automotive, Packaging and Industrial. Business size of Industrial Segment in EMEA is almost 1Billion Euro sales in this Region. My main responsibilities are; Identify and prioritize initiatives for value creation; Provide project management skills for key business IT projects; Manage SBU IT Budget which is almost 15Million Euro.

Mübeyyet Özgen is a 2001 graduate of the University of Marmara Faculty of Law. Beginning 2002, she continued her studies on a merit-based scholarship at South Texas College of Law in Houston, where she worked as a research assistant. She was accepted into the LL.M. in International Law program at the University of Texas at Austin in 2002. Focusing on international commerce, project finance, corporations and negotiation techniques, she graduated in 2004. Mübeyyet is the first foreigner to complete an internship at the Supreme Court of Texas within the American Bar Association program. After graduation, Mübeyyet joined a boutique law firm in New York, advising clients on corporate and commercial law. Between 2004 and 2006, she worked at Hergüner Bilgen Özeke Attorney Partnership on mergers & acquisitions, banking & finance, contracts and real estate projects. Mübeyyet joined Emaar Properties Turkey in 2007, where she is in charge of all legal processes and manages the legal department. As Senior Manager – Legal, she provides general counsel on a wide range of issues, including real estate, banking, contracts, commercial law, consumer protection, and advertising. Her consulting experience includes risk analysis, strategic planning, business process design, dispute management and reporting to the Executive Legal Director of Emaar Properties PJSC and the Board of Directors on certain issues. After completing my high school education in 1997, I gained entrance to the Boğaziçi University. During my university years, besides the regular academic studies, I had the opportunity to familiarize myself with the construction industry for two years by becoming a member of the Construction Club. After completing my undergraduate studies, I began my masters studies in Project Management with a scholarship I won from the Nottingham Trent University. I returned to Turkey in 2003 after completing my thesis on Risk Management. I began my professional career at the Çalık Holding as a Planning Engineer. I participated in the deployment of the ERP system within the scope of supporting Project Management Processes and worked in construction sites of the Holding in Turkmenistan during the commissioning stage of the system. After completing my military service in 2006, I continued my professional career in the Planning Department of Zorlu Energy Group. In my capacity as the Manager of the Planning Department, I participated in the construction phases of combined natural gas cycle power plants and wind farms in Russia, Israel and Turkey. I left Zorlu Energy Group in 2009 in order to turn a new page in my career as a Project Manager at Nordex Turkey. I currently serve as the Manager of the Projects Department of Nordex Turkey.

High School in Chicago and received his MS from the Department of Electrical and Electronics Engineering at the Middle East Technical University in Ankara. In 1977, he started his career as project team member in Chicago, Ill., USA, working as draftsman in an engineering/contracting company. Although he studied medicine for a short while, he settled on his chosen professional path when he later switched to engineering and project management. Now, with 32 years at all levels and tasks of international project teams, he accumulated experience in all realization processes and stages of a project through initial conception to proposal preparation/submission and implementation. MEKIK is also an experienced trainer, having taught at universities, vocational schools, companies and as private tutor for over 25 years. Currently he is involved with the movement to promote “Project Management as an Emerging and Misunderstood Profession” in Turkey.

Baris Lostuvali is a senior project manager with HerreroBoldt, a general contractor in San Francisco, California. Baris is a construction professional with hands-on experience on project management, estimating, scheduling, and virtual design and construction. Upon receiving his B.Sc. in Mechanical Engineering from Istanbul Technical University (Istanbul, Turkey), Baris began his career with the renovation of Philip Morris Tobacco Factory in Krasnodar, Russia. Hakan Aksungar has BS degree in Mathematics Engineering from Istanbul Technical University and Management Business of Administration (MBA) degree from Marmara University. He joined Yapı Kredi Technology Co. and worked as an application developer in the Product Development Department. After that he established and managed LAN Management department. Later, he defined and managed LAN operations and IT activities for Quality Assurance. Some of the projects he managed are IT infrastructure for Treasury Departments of bank, HQ LAN infrastructure, YKB Operation Centre’s LAN/IT Infrastructure in Gebze. Finally, he took part in managed the web based technological transformation of YKB branches, as a program manager in the Project Management Office.

He teaches his brand course, "cyberculture" regularly at various Istanbul universities. After graduating from “FMV Özel Işık Lisesi” in 1983, she studied Political Science at Boğaziçi University between 1983-88, and later obtained her MBA at Wayne State University in 2000. She worked as a dealer in the Treasury Department of the T.Emlak Bank, and later as asssistant manager at Marmara Bank. She also worked for Tourama Tourism as a finance and marketing coordinator. She moved to Michigan,USA in 1996 where she continued her career at JP Morgan Chase and later at Fifth Third Bank as a credit analyst for commercial loans. She later joined the Royal Bank of Scotland as an assistant vice president in the commercial loan analysis group. She was a board member of TACAM (Turkish American Assocaition of Michigan), founded the kid’s club for them and managed various aspects of the association for two years. She also served as editor of TACAM’s monthly magazine for two years. She worked as one of the founders of the Peace In the World Initiative in Michigan and received the best volunteer award. She has traveled to 43 countries. She gave a seminar about India for TACAM, about different religions and faiths at the Robert College Alumni Club and is still giving cultural differences seminars in Kafika.

Bige Örer, born in 1977 in Istanbul, received her B.A in Political Science and Public Administration in French at Marmara University. Örer completed her first M.A. in communications management at the University of Toulouse followed by a second M.A. in sociology at the University of Toulouse II- Le Mirail. Örer, who is currently Director of the Istanbul Biennial, has worked on the coordination of cultural and artistic projects for the Istanbul Foundation for Culture and Arts since 2003. Örer also works as an independent expert in the evaluative process of the European Union division for cultural funds. She has been acting as a consultant and a jury member to several cultural and artistic  projects. She is a member of the project 'Capacity Building for Cultural Policy in Turkey', and a member of the team writing the alternative Cultural Policy Compendium of Turkey. Örer currently teaches at Istanbul Bilgi University.

Arpat Omur is a graduate of İstanbul Technical University, Electrical Faculty. He has started his career in local projects, working for Turkish and US managed companies (Mobil Oil operated ATAŞ, Foster Wheeler Turkey, and TPAO) in different project positions. In US, he has obtained professional engineer certificates and has worked on several overseas projects including several European and Asian countries, such as Netherlands, Slovakia, Romania, Japan and China. He has managed engineering, procurement and construction of several projects for various companies listed in the Fortune 500 category (Badger Inc., Stone & Webster, Raytheon Engineers & Contractors, Raytheon Netherlands Engr., Washington Group International, CSPI-CNOOC and Shell Petrochemical Co.).
He has been a PMI member for 20+ years, he has obtained his PMP and PMI-RMP certificates in 1991 and 2008, respectively. He has served as a member of Professional Risk Manager Certification Steering Committee. He has been active in PMI’s RISK-SIG group. Arpat Omur has training experience on project and risk management and has trained different groups in US, Romania and Istanbul (PMI Tampa Bay Chapter PMP Exam, Washington Group Managers at Ploiesti, Istanbul and Yıldız Technical Universities and Boğaziçi University) .

Project Management of Pre-design Development Processes of an International Construction Project and Lessons Learned
Funda Karagoz Yildirim, completed her secondary education in Kayseri Anatolian High School and continued her studies in the Faculty of Architecture at the İstanbul Technical University. After completing her undergraduate studies, she worked, respectively, as the Kayseri Regional Architect with the furniture producer Istikbal Mobilya; the Finishing Works Supervisor in the Hilton Kayseri Construction with Almer Construction; and Project Assessment Specialist with the Kayseri Chamber of Architects. Orienting her career to the field of Real Estate Development and Valuation, she worked with Elit Real Estate Valuation, Inc. as Valuation Specialist in 2004. She joined PY Consulting International in 2005 as Real Estate Development Specialist and became a partner in 2008. Since 2010, she is a Member of the Board and Assistant General Manager responsible for Project Development. In this capacity she actively takes part in the development and completion of numerous large-scale national and international projects. Funda has furthered her education in the course of her career with the Real Estate Finance Program of the MIT in 2006 and an MBA from the İstanbul Bilgi University in 2010. Her fields of expertise include Strategic Planning, Investment Valuation, Real Estate Financing and Real Estate Valuation. She holds a PMP Certificate and a Real Estate Valuation Certificate from the Capital Markets Board of Turkey.

Ruveyda Komurlu, after graduating from Yildiz Technical University as an architect, has received her master's degree and Ph. D. in the same university preparing her both thesis about mass housing and their finance. She has worked in architectural offices and construction companies during her education and approximately for 10 years after her graduation, attending professional training programmes and gaining experience on housing market. She has been working in Kocaeli University Faculty of Architecture and Design as an assistant professor since 2007 lecturing about building construction, project management and quality management besides her administrative duties. She has presented papers on the same subjects in local and international organizations and publications. She is practicing a research project in her university studying earthquake effects on housing trends in Kocaeli. She is a member of ULI Turkey Young Leaders Group and Istanbul Project Management Association.

Asli Pelin Gurgun graduated from Istanbul Technical University, Department of Civil Engineering in 1993. Same year, she started graduate studies at Bogazici University Department of Civil Engineering and earned master of science degree in 1995. She worked as project coordinator for constructions of residential buildings and gas stations in dfferent locations of Russian Federation and Azerbaijan at Lukova Construction. She continued her carrier as a research and teaching assistant at Bogazici University Department of Civil Engineering and completed Ph.D. studies with her dissertation titled as “Risk Management and Analysis in Construction Industry”. She participated repair and strengthening projects after 1996 Afyon Dinar and 1999 Marmara earthquakes, risk and project management projects supported by Tubitak, State Planning Organization and World Bank. Continuing her profession as manager for different project, risk and document management applications between 2002 -2009, she stayed at Northeastern University Department of Civil and Environmental Engineering (Boston) as a visiting scholar. She has joined Okan University Department of Civil Engineering and been working as an assistant professor since 2009.

Desing Management on Multinational Construction Projects and a Case Study
Neslihan Can was born in İstanbul in 1980. She graduated from Istanbul Technical University Architectural Faculty in 2002. In 2010, she completed her masters degree on Project and Construction Management Programme in the same University. She started her career in 2002 and since 2005, she is working as design architect in Tekeli-Sisa Architectural Partnership. Deva Pharmaceutical Manufacturing Plant, Habertürk Media Center, Sabiha Gökçen and Pristina International Airports are some of architectural projects she carried out design and design administration services. During the construction period of Sabiha Gökçen International Airport, she took part in architectural site supervision team, on behalf of Tekeli-Sisa Architectural Partnership. Since the Terminal was put into service, she is continuing to work on consulting services for the operator company of Sabiha Gökçen International Airport.
